This post from yesterday seems to be describing the same issue - assuming the mod is loading in correctly (you could check for its items via JEI) I wonder if it's a twilight forest issue. Twilight forest question I'm working on an 1.16.5 expert modpack and i want to know how to limit when the player can access it, so i googled it and saw that you need to do it via datapack. Does anyone know how to do it?

All the portals in this pack are done via special portal cakes. The recipe should be in JEI. the portal for twilight forest can still be made (or atleast on the server i am playing on it can be made) same issue as OP, and no cake in JEI. Checked telepastries mod options and it has Twilight enabled but JEI search of @telepastries only shows 5 cakes.

Not Working? If you think you have successfully created the portal, but no lightning strikes, then chances are something might not be working properly. Here's some tips to help diagnose the problem. Is the portal too deep? The Twilight Forest portal requires that the depth for water be only 1 block. Any deeper and it will not form.
