1. There are several reasons why mobs may not spawn in a farm. Mob spawning is set to false in the settings. You are the wrong distance from the point you want the mobs to spawn. The light level is too high (though judging from your screenshot this is not the case). The mobs are spawning elsewhere.

The plugin also comes with additional features such as a hub and a newbie spawn. The plugin is modular, meaning you can disable any of the features of the plugin if unwanted.
I am creating a map in the Nether to test out and build with all of the new features. Before 20w17a, I was able to set my spawn in the Nether using /spawnpoint command (with nothing dictating the Nether, to be clear) but now when I die I get taken back to the world spawn. I have also tried to use /spawnpoint in the End, and that too did not work.
