Leveling a character to the maximum level 80 rewards 398 hero points, exact amount needed to unlock all core skills and traits. Unlocking all core skills takes 98 hero points. Unlocking all traits from a core specialization takes 60 points, 300 in total for all five specializations. The other way to get hero points is from the open world hero points in the expansion maps that are worth 10 points each; a far more efficient way to get points. So really you don't have much of a choice when it comes to avoiding exploring the open world while maxing your specs. My only suggestion might be to follow a hero point train. In GW2 open world & story everyone is everything and mostly DPS. Buy exotic Lvl 80 equiment from the TP. Acquire ascended jewelry (amu for laurels) Rest best for living Story (LS) 3&4 map Currencies. Get expansion and LS episodes.(after 100% map completion of core Tyria there are over 20 LS & expansion maps for Lvl 80)

That said, at 80 you'll have far more Hero Points than you need to buy everything - all traits, skills, and unlocks. So you only need to be careful how you spend Hero Points up till around level 45 or so, after which you start accumulating them faster and faster, and can splurge and experiment more. I don't remember how the hero points at the beginning are, but I can think of a few hero points in the expansions that should always be approached with a group -- they're just darn hard. There's a reason it's a MMORPG instead of a single player RPG :D Yeah, it's a little much. Perhaps they'll introduce some other ways to gain hero points (via LS3, open world, something) - it's a little out of character to have to do ~80% (per u/tertle's math) of the skill challenges of the current open world simply to gain access to a trait line.
